Personally, I don't think so. In Des's flash where he saw who he thought was Pen hanging from the tree...we see Charlie in his flash helping get the parachute down. This was in the flash AFTER Des already saw him die. I think maybe I am getting on board with the idea that these flashes are manufactured and designed to sort of make things happen or nudge them to. Des was being nudged to get Charlie to go to TLG.
Though I didn't think so in the beginning Desmond's visions do seem to be more of a course correction, as Ange said, kind of a nudge to keep things going in the right direction.
Perhaps Desmond will save the day once again and stop this ill fated rescue
